ADMINISTRATION POLICY

INTRODUCTION:

The FILOZ IRC Network is an internet relay chat network wherein we are providing services for users in bridging nature of chat in the world of net.

This document shows the Policies, Functions, Services and Operating Procedure that this network will be implementing. This is to establish transparency between our Clients and Server User as well as its Staff.

FILOZ IRC Network is a network that managed by Filipino, controlled by Filipino and maintained by Filipino. With its mission to learn as learning is a continuous process and by means of learning, to conduct good services through communication, FILOZ provides its friendly staff for assisting the users for a purpose of chatting and protecting them using FILOZ from engaging in any such illegal activities.

 

I.  FILOZ Provides the following:

A.  Use of Channel Registration
Chanserv is a service offered by FILOZ Network wherein the user can register or create a channel. The one who registered the channel referred to as Founder; however it does not hold  “absolute owner” of the channel. The Founder may assign SOP’s Superops, AOP’s  Auto-ops, Auto-voice who can help in the channel security, maintenance and management.

B.  Use of Nickname Registration
Nickserv is a service offered by FILOZ Network wherein the users can register a nick and owned and must be used to avoid the expiration of registration set by the Network for a period of time. That this nick depends on the registrant whether it will allow others to use it. And upon the expiration of registration of this nick, the nick will be available for others who want to register it.

FILOZ Network has the right to terminate use of channel and nickname services to anyone who has been suspected or found guilty of abusing these services and or found engaging in illegal activities.

Please also note for the following restrictions asides that the Network set a limit of numbers in registering Channels and Nicknames

1. Mass/Multiple nickname registrations.
2. Mass/Multiple channel registrations.
3. Flooding/spamming users via MemoServ.
4. Use of *!*@*.* in access/aop/sop lists.

C.    FILOZ Operator Services

FILOZ IRC Network creates its Channel and marked as Official Network Channel for any assistance with services and IRC questions, help managing problem behavior and maintaining network stability.

D.    FILOZ Help Services

FILOZ IRC Network provides Channel/s for online support, and other relevant help articles that posted on its official website. FILOZ also provides mailing system for any related services assistance that will be replied by the staff.

 

II. FILOZ Board of Directors

As part of NEW Established Network and services used, the network represents as follows:

   A.    Network Admin

Consist of Network Founder or Chief Executive Officer (CEO), Director and Executive Directors. 

The Network Admin has full control and full access regarding the Services used by the Network. No matter what settings is set by the Network Admin, It is a Network Admin's Own Decision and it will be honored, unless the Network Admin agreed that there would be a process in committing such action.

The Network Admin provides the network’s mission, vision and direction pertaining that the Network Admin works in conjunction with the Server Admin to maintain the network and facilitate operations and enforcement of policy.

The Network Admin added its SERVICES STAFF on specific level who deserve it most. The Network Admin also appoint its TRUSTED STAFF for any position to gratify the needs, desires and meet the expectations of the Network.

Be informed that there were NO elections held for the position as Network Admin, so therefore;  there will be NO impeachable offense may apply against the Network Admin.

  1. Server Admin

Admin responsibilities include:

  1. Upkeep of the server's software and upgrade of the software to the current FILOZ version within a reasonable time after the version's release.
  2. The security of their server and servers config.
  3. Keeping the server's configuration updated and consistent with FILOZ practices.
  4. Keeping up-to-date on FILOZ policies, procedures and activities.
  5. Provide opinions and suggestions in the majority of staff.
  6. Keeping FILOZ administration as a whole informed of any prolonged absences.
  7. Appointing a representative to fulfill his or her duties when necessary, and informing the FILOZ administration as a whole of the appointment.
  8. Informing the FILOZ administration as a whole of any changes in a timely fashion.
  9. All IRC Operator responsibilities.
  10. Implement the use of Opermask while on duty.
  11. Direct supervision and responsibility for their IRC Operators.

 Admin rights include:

  1. Server Admin may appoint one (1) Co-Admin that can be flag as +A
  2. Appointing IRC Operators who can be trusted to act in the best interests of the server and of FILOZ Network as a whole.
  3. Take whatever steps necessary to ensure a smooth transition during hardware or software upgrades or during an emergency situation.
  4. Deny access to their server from users who they deem to be offensive, abusive or disruptive.

Admin will not:

  1. Move the server netwise or physically to a location generally regarded as inferior, except as a temporary or emergency measure, as decided by the Network Admin.
  2. Drastically alter the location of the server netwise or physically.
  3. Link a server which has not been officially accepted by the FILOZ Administration. An exception can be made in the case of emergency, testing, or training situations with the approval of the Network Admin.
  4. Creates its own services that may conflict to the Network Operations.
  1. IRC Operators - Server Team Staff (IRCops).

A FILOZ IRC Operator assists the Admin in server maintenance as assigned and helps maintain network stability. IRCops assist users in becoming oriented to the FILOZ network, FILOZ Services and in the mediation of disputes. IRCops offer assistance in resolving conflict and work with other administrative staff to maintain a safe environment.

Additional teams will be organized for special purposes. These teams will function according to the need of the user or the network.

 

III. Procedures

Server Links

New server application is warmth welcome. It is easy to link as long as YOU inform the Network Admin and agreed about your application and meet the server technical requirements as shown below.

Server Technical Requirement and Configuration
- Fast, stable and reliable server.
- Used of pre-compile FILOZ Bahamut 1.8.x/FQIRCD that will be given by the Admin.
- Server is up 24/7 and at least one year in contract or more.
- Staff Address must be staff.filoz
- Port 6667 to 7000 must be open.
- Server’s Motd must contain the following:
     • Admin’s nick and email address
     • Co-Admin’s nick and email address
     • Local Operator’s nick and email address
     • Other ports open on the server
     • Url of FilOz Acceptable User Policy:
       http://www.filoz.net/aup

Test-Links

You will be given 14-31days test link for evaluation. After a days of test-link and noticed that your server is.... sufficient enough, your server will be granted for a permanent link.

Additional Links
Additional servers (beyond one extra) may be added to expand the capability of the site with the approval of the Network Admin.

De-linking Servers

If the Network Admin is not satisfied with your server or the server as a whole (Admin/Staff) violates or acts violently against the network. Your server may temporary de-linked for a period of time with valid reason.

When server delinks, all its staff and o:lines will be remove from the rest of the Network routine. Unless otherwise the Oper wishes to transfer to the other server and the Server Admin wants to acknowledge the Oper.

Re-routing Servers
Re-routing apply with the consent of the Network Admin, Server Admin and the other Server Admin concern. This may also apply due to some arrangement and other re-routing purposes.

 

IV. Policy Decision.

Any revisions or changes’ pertaining to the Policies made is subject to deliberation. Administration Staff must be well-informed of the matter.

 

V.   Disciplinary Action.

A. The procedure for registering a complaint about an IRC Operator or Admin is:

  1. Try to resolve the problem by talking to the IRC Operator or Server Admin directly.
  2. If there is still a problem, report it to the Admin on whose server he or she has an O: line. In the case of an Operator with more than one O: line, try to report to the Admin of the server the Operator was oper'd on at the time of the event, if possible.
  3. If the problem remains unresolved after the Server Admin has investigated and made a decision, a report can be sent to the Network Admin with supporting documents

B. FILOZ Staff will not: harass staff or users, exhibit stalking behavior, abuse services, abuse oper commands, be disrespectful toward staff or users, neglect responsibility toward the server or damage property.

It will be assumed that an oper is 'On Duty' when at least one of the following conditions exists. The oper is:

  1. +O
  2. @ when doing so as a representative of FILOZ Staff
  3. participating in the mediation of a dispute
  4. monitoring user or channel situations, incognito or not
  5. attending FILOZ Staff meetings
  6. posting email on FILOZ mailing lists
  7. acting as a representative of FILOZ
  8. have mask of *!*@staff.filoz

C. Possible consequences: Consequences for misbehavior by an IRCop are decided by the Network Admin alone or in conjunction with the Server Admin. Consequences will be proportional and relevant to the offense and may include:

  1. Demotion to a local o: for a probationary period.
  2. Personal and public apology.
  3. Replacing or reconstructing damaged records.
  4. Removal of channel AOPs; temporarily or permanently for repeated misuse.
  5. Removal of the O: line.
  6. Removal of Services Admin or CSOP access.
  7. Mailing list moderation.
  8. Refusal of future O: line opportunities.

All staff is responsible to its co-member/s to warn, if misconduct occurs. To help, if the member/s need to clarify or to know something and to remind, if the member forget its responsibilities on FILOZ IRC Network.
